What is the Recognition for Scaffolding Certificate of Competence (CoC)?
The Recognition for Scaffolding Certificate of Competence (CoC) pathway is offered by the association Scaffolding, Access and Rigging New Zealand (SARNZ). It is designed for those with a long history of practical experience or relevant overseas qualification. The Recognition for Scaffolding CoC means that applicants can apply for the New Zealand Certificate of Competence (CoC) which enables them to work as scaffolders in NZ.
To work as a scaffolder in New Zealand, you need to have the minimum required NZQA Unit Standards and have relevant work experience. This is normally gained by someone going through the New Zealand Apprenticeship pathway. The Recognition for Scaffolding CoC assesses if you have the same level of understanding as someone that’s gone through the current New Zealand Apprenticeship and training pathways, meaning you can transfer your skills and experience.
Because you are being assessed at a single level, and the Scaffolding CoC is issued as either (Level 3) Elementary, (Level 4) Intermediate or (Level 5) Advanced, there is no pathway for progression under the Recognition for Scaffolding CoC. For example, if you apply and get the (Level 3) Elementary Scaffolding CoC, you will not be able to progress into the (Level 4) Intermediate. If you wish to have a career in Scaffolding, you may want to consider doing the New Zealand Apprenticeship, but SARNZ will be able to advise you based on your situation.
If successful in the Recognition pathway, you will gain a New Zealand CoC, but no NZQA qualifications are granted through the Recognition, so it will not show on your record of learning.
The Application process

Check your eligibility through SARNZ first. Your eligibility is dependent on your previous work history, your overseas scaffold certificate, and requires other forms of evidence.Â

SARNZ will confirm if you can apply and give any other guidance for your situation.
This is where Vertical Horizonz New Zealand (VHNZ) comes in. If you are missing any Unit Standards, SARNZ may refer you to us to get them.Â

Once you’ve applied (after confirmation from SARNZ) they will review your application, and you will be booked in for an in-person assessment (a Verification of Competency (VoC) assessment). This is all done with SARNZ.
What VHNZ offers
VHNZ is a training provider in New Zealand that offers industry training. If you are missing any Unit Standards to be eligible for the Recognition for Scaffolding CoC, we are able to book you in to complete those Unit Standards. However, if you have all your NZQA Unit Standards to be eligible for the Recognition for Scaffolding CoC, you will not need to come to us through this process.Â

Entry Criteria – NZQA Unit Standard requirements
Below are the minimum NZQA Unit Standards you must hold to apply for the Recognition for Scaffolding CoC pathway.
Scaffolding (Level 3) Elementary

Scaffolding (Level 4) Intermediate
You must have all (Level 3) Elementary Unit Standards plus:
23719 | Erect, operate, and dismantle proprietary winches on scaffolding |

Scaffolding (Level 5) Advanced
You must have all the Level 3 and Level 4 Unit Standards.
This level also involves a more in-depth assessment process than Levels 3 and 4. Applicants must clearly demonstrate that they can perform all duties, competencies, and tasks expected of a New Zealand Level 5 certificate holder.
